Debra Lienhardt is a member of Brach Eichler’s Health Law Practice Group. Her practice is focused on the representation of a variety of health care providers, including ambulatory care facilities, hospitals, physician groups, long-term care facilities, real estate operators and health care entrepreneurs, in corporate, transactional and regulatory matters.
Debra spends much of her time counselling physician practices. She has extensive experience assisting professionals in the establishment of medical practices and in their operation and expansion. Debra is also proficient in all facets of the ambulatory surgical center business. She not only has a plethora of experience counseling physicians and non-physician investors in the development of ASCs, but she also guides them through the sale and acquisition of existing centers. She is skilled in the syndication of ASC equity interests to physician investors, the termination of existing owners, negotiating management and development agreements with ASC development companies and advising ASCs on reimbursement issues and managed care contracting.

Debra provides representation to health care businesses in structuring and negotiating mergers, acquisitions, dispositions, joint ventures, affiliations, and employment and consulting arrangements. She spends a significant amount of time assisting clients in navigating their way through an excessively regulated environment. She advises industry participants on anti-kickback and self-referral rules and regulations at the federal and state level, payment and reimbursement matters, state and federal license and certification issues, professional licensing board rules and general corporate compliance.
