Todd Brower provides legal counsel to hospitals, physicians and physician groups, home health agencies and other health care institutions, with an emphasis on regulatory and corporate compliance, acquisitions, affiliations, joint venturing, licensing and reimbursement. Todd also works extensively with trustees of hospitals and other nonprofits on board improvement and education. Todd also applies his extensive health law experience in the representation of medical staffs, IPAs and individual physicians and practitioners in contractual and disciplinary matters, group practice formations, HIPAA and corporate compliance.

PUBLICATIONS AND SPEECHES

Todd co-authored the Hospital Association's Hospital Biomedical Ethics Legal Resource Manual and the Legal Reference Manual for the Release of Health Record Information in New Jersey, published by the New Jersey Hospital Association in cooperation with the New Jersey Health Information Management Association. Todd has served as a member of the Health Information Compliance Insider's Board of Advisors and has regularly contributed to various publications concerning issues affecting the health care industry.  He wrote “Getting Your Feet Wet: Why small hospitals should move cautiously before taking the plunge into a larger health care system.” for Hospitals & Health Networks, March 2010, "A New Era for Hospital-Physician Joint Ventures," for EndoEconomics, Spring 2009; "Trustees in the Cross-fire (co-authored), New Jersey Law Journal, July 2007; and "Legal Update: How to Comply with the Red Flags Rule," Outpatient Surgery Magazine, October 2009.

PROFESSIONAL ACTIVITIES

Todd is an adjunct professor at Seton Hall Law School.  He currently serves as the chairman of The Foundation for East Orange General Hospital.  He has also served as the chairman of Essex Valley Healthcare, Inc., East Orange General Hospital and Region Five of the New Jersey Hospital Association's Council on Hospital Governance; as well as a member of the Board of Trustees of Essex Valley Visiting Nurse Association, Inc.  In addition, he has served as a board member and president of the Glen Ridge Community Fund. Todd has been selected by his peers as among the Best Lawyers 2012 in Health Care Law. He was cited in Chambers USA as the "'out and out' dean of the Bar in healthcare."
