NJDEP Releases Updated LSRP Supplemental Certification for Initial GW RAP Application for MNA

The New Jersey Department of Environmental Protection (NJDEP) announced the availability of an updated Licensed Site Remediation Professional (LSRP) Supplemental Certification for Initial Ground Water Remedial Action Permit (RAP) Application for Monitored Natural Attenuation (MNA).

Some of the changes highlighted by the press release include:

  • Removed the 3 orders of magnitude individual contaminant concentration criteria from the form header;
  • Changed the no bedrock ground water contamination criterion to allow for certain conditions where the form can be used for bedrock ground water contamination in the form header;
  • Clarification in the form header that the form can be used if the Initial Ground Water RAP Application submitted is addressing multiple releases at a site with the same co-permittees;
  • Removed the Point of Entry Treatment (POET) water system(s), vapor intrusion (VI) engineering control(s)/mitigation system(s), and the VI Long-Term Monitoring Plan or a VI Change in Use Evaluation Plan criteria from the form header; and
  • Added a certification subsection for the POET water system(s) in Section B.

These changes were made based upon feedback from LSRPs to allow the LSRP Supplemental Certification Form to be used for additional Ground Water RAP applications.  Additional information can be found on NJDEP’s website.
